歴史

それまで理事会は散発的にしか会合を開かず、不動産や新設備購入について話し合う程度であった。ものみの塔協会文書に関する決定は、会長 Nathan Homer Knorr と副会長フレッド・フランツへ委ねられていた。[22][24]

1971年12月15日号の『ものみの塔』誌は、「エホバの証人の統治体（Governing Body of Jehovah’s witnesses）」という用語を、教団を導く定義済み集団として初めて明確に大文字表記した出版物であった。同誌は、一連の記事を通じて、その役割およびものみの塔協会との関係を説明した。[2][25]

再編

本部粛清

1980年、エホバの証人教義における1914年の重要性を巡って、統治体内部で異論が生じた。元証人 James Penton および Heather and Gary Botting によれば、公式教義への内部不満は増大し続け、一連の秘密調査および司法委員会審問へ発展した。[37][38][39]

その結果、異論を持つ成員は同年、ブルックリン本部スタッフから追放された。レイモンド・フランツは、自身が統治体辞任を強制され、その後排斥されたと主張している。

補佐者（Helpers）

現在の統治体成員は全員、統治体そのものへ任命される前に、委員会「補佐者（helper）」として奉仕していた。[45][46][47]

統治体委員会への補佐者任命は、2006年、「さらなる改善（still another refinement）」と表現された。[48]

2000年以降

2000年までは、ものみの塔協会の理事および役員は統治体成員でもあった。それ以降、宗教的統治体成員は、エホバの証人が使用する各種法人の理事を兼任しなくなり、統治体はそのような管理責任を他の成員へ委任している。[49]

委員会

統治体は、6つの委員会を通じて機能し、それぞれがさまざまな管理機能を遂行している。[50]

各委員会は、「油そそがれた者」であることを必ずしも公言していない「補佐者」によって支援される。統治体会合は毎週、非公開で開催される。[50]

レイモンド・フランツによれば、1975年までは統治体決定は全会一致を必要とし、その後は出席人数に関係なく全体の3分の2多数決が必要となった。[51][52]

• 人事委員会（Personnel Committee）
  本部および世界各地支部事務所（総称して「ベテル」）で奉仕するボランティアを手配する。「ベテル」はヘブライ語で「神の家」を意味する。委員会はベテル奉仕者への個人的・霊的支援、新しいベテル成員の選定と招待を監督する。
• 出版委員会（Publishing Committee）
  文書の印刷・出版・発送、および印刷施設用不動産取得など法的問題を監督する。また、エホバの証人関連法人の工場、不動産、財務運営監督も担当する。
• 奉仕委員会（Service Committee）

代表者

当初、統治体はすべての会衆長老を直接任命していた。[56]

1975年までには、長老および奉仕の僕の任命は、「霊によって油そそがれた長老たちの統治体、またはその統治体を代表する他の長老たちによって直接行われる」と説明されるようになった。[57]

2001年、『ものみの塔』誌は、そのような任命推薦は支部事務所へ提出されると述べた。[58]

2014年9月時点では、巡回監督が、会衆長老との協議後、支部事務所へ相談することなく長老および奉仕の僕を任命している。[59]

統治体は現在でも、支部委員会成員および旅行する監督を直接任命しており、[59][60] そのような直接任命者のみが「統治体の代表者」と呼ばれる。[61][62]

「忠実で思慮深い奴隷」との関係

統治体は、世界中のエホバの証人へ「霊的食物」を提供しているとされる。[63][64][65]

2012年末までは、統治体は、自らを神の「忠実で思慮深い奴隷級」（自らを油そそがれた者と公言するエホバの証人たち）の代表者[50][66] および「代弁者」と説明していた。[67]

この「忠実で思慮深い奴隷級」は、集合的に神の「預言者」[67] および「新しい霊的光の経路（channel for new spiritual light）」と呼ばれていた。[68][69]

統治体は、方針や教義を策定し、出版物や大会資料を承認する際、自らが代表するとされる他の油そそがれた証人へ相談することはなかった。その権威は、1世紀の割礼問題におけるエルサレムの長老団に類似するものと理解されていた。[70]

自らを油そそがれた者と公言する証人の大多数は、教義形成や変更へ寄与する権限を持たない。[71][72][73]

油そそがれた証人たちは、「まだ明確でない事柄について奔放な推測をしない」よう求められ、[73] 神がその目的を『ものみの塔』誌を通じて明らかにするのを待つよう指導されている。[74]

2009年、『ものみの塔』誌は、「新しい霊的光」の伝達責任は、「奴隷級」の「限られた人数」にのみ属すると述べ、次のように問いかけた。
